Distinguishing the 2021 Agendas

Three separate documents share overlapping names following the December 2021 World Conference on Creative Economy in Dubai. This page clarifies which is which so researchers can cite the correct source. For a broader historical overview of the event itself, see the WCCE 2021 archive context.

The agenda landscape

Multiple outputs emerged from the second World Conference on Creative Economy, held at Expo 2020 Dubai between 7 and 9 December 2021 (wcce.id). Three distinct documents circulated during or immediately after the event: a daily session schedule, a 21-point agenda supported by a participant account, and an 11-action international framework produced by an external research body. Treating them as interchangeable leads to misattribution in academic and industry writing.

Understanding these boundaries matters when referencing outcomes. A session timetable is not a policy commitment, and a UK-funded research brief is not a declaration issued by the UAE government. Each document served a different function and originated from a different author.

The 21-point UAE WCCE 2021 Agenda

A participant account published on 27 December 2021 describes a 21-point document titled the UAE WCCE 2021 Agenda (titalarasati.com). According to this record, the text was available for download directly from the historic wcce.ae domain shortly after the conference concluded. Only this participant account supports the existence of the 21-point agenda; it should not be described as a UAE government declaration or policy statement.

This resource does not reproduce or reconstruct those 21 points. The original file is no longer hosted on the current independent domain, and fabricating its contents would introduce false information into the record. Researchers seeking the exact wording should consult archived captures of the former site or contact the original conference organisers through their own channels.

The Creative PEC Global Agenda

Separately, the Creative Industries Policy and Evidence Centre launched a Global Agenda for the Cultural and Creative Industries at the Dubai event (pec.ac.uk). This framework sets out 11 key actions. It was prepared in partnership with the British Council and supported by Arts and Humanities Research Council funding.

The PEC publication linked directly to wcce.ae at launch, which contributes to ongoing confusion. However, it remains an independent research output rather than a conference resolution or a UAE state policy. Readers interested in the specific actions should consult the full briefing on the PEC website rather than relying on summaries that may merge it with other documents.

The daily conference programme

The third document is simply the event schedule. A preserved nine-page PDF outlines sessions covering topics such as creative cities, intellectual property, sustainable cultural tourism and digital creativity (sultanalqassemi.com). Although the filename includes the word agenda, it functions solely as a timetable for attendees. Further detail on surviving schedule materials is available on the conference programme page.
